Governance reforms and institutional capacity building; India’s vision @2047 and evolving world order

Abstract

India's aspiration to emerge as a developed nation by 2047 depends significantly on the quality of its governance and the strength of its public institutions. This study investigates how governance reforms and institutional capacity building can support the realization of Vision @2047 in the context of a rapidly changing global environment. It examines the contribution of administrative reforms, digital governance initiatives, and policy innovations in improving the effectiveness, transparency, and accountability of public administration. The research adopts a qualitative and analytical approach based on the review of government publications, policy documents, scholarly literature, and a case study of selected digital governance initiatives in India.

The analysis indicates that although India has introduced several important governance reforms over the past decade, their outcomes vary because of implementation gaps, bureaucratic challenges, and differences in institutional capacity across states and administrative levels. The study finds that digital governance has significantly improved public service delivery, increased citizen engagement, and enhanced administrative efficiency. However, issues such as unequal digital access, limited institutional preparedness, and concerns related to data privacy and cybersecurity continue to affect its overall impact. The research also highlights how globalization, technological change, and emerging geopolitical realities are reshaping governance priorities and institutional responses in India.

The study concludes that achieving the objectives of Vision @2047 requires more than ambitious policy initiatives. It calls for resilient, accountable, and adaptive institutions capable of translating policy into effective outcomes. Strengthening institutional capacity, encouraging greater coordination among different levels of government, and promoting inclusive and sustainable governance are identified as essential for long-term national development. By bringing together governance reforms, institutional development, and the changing global landscape, this research provides useful insights for policymakers, researchers, and practitioners working towards India's developmental goals.
